The U.S. Fish and Wildlife Service proposed listing marron bacora, a rare flowering shrub native to the Virgin Islands, as an endangered species. The U.S. Virgin Islands natural resources department first petitioned the agency to list the species in 1996. The plant is found in a single population on Tortola island and in seven fragmented populations on St. John.

Seventh Circuit Rejects Bid to Extend Voting Rights to Territories

Residents of Guam, Puerto Rico and the U.S. Virgin Islands have no right to vote absentee in their former state of residence, the Seventh Circuit ruled Thursday, even though residents of the Northern Mariana Islands and some in American Samoa are granted that privilege.
