RICHMOND, Va. — A federal court in Virginia dismissed a Democratic Party activist’s suit alleging the 2021 House of Delegates elections were invalid because the legislative districts were based on outdated population data. The plaintiff, who asked the court to order an off-cycle House of Delegates election this year using new legislative districts, lacked standing.
