ST. PAUL, Minn. — A federal court in Minnesota granted the request by members of the press and The Communications Workers of America to convert a temporary restraining order into a preliminary injunction so that Minnesota law enforcement officers do not arrest, threaten to arrest, seize property or use physical force against journalists unless there is probable cause to believe they have committed a crime.
