SAN FRANCISCO — The Ninth Circuit granted an Indian immigrant’s petition for review of the Board of Immigration Appeals’ denial of his application for asylum. The immigrant, who belonged to a caste “considered to be of lower social standing” and joined a political party that opposes the caste system, said he was beaten by police and members of opposing parties.
