SAN FRANCISCO — The Ninth Circuit revived a suit challenging Arizona’s ballot order statute, which requires that, on general election ballots in each county, candidates affiliated with the political party of the person who got the most votes in the county in the last gubernatorial race be listed first. The Democratic National Committee satisfied injury in fact on the basis of “competitive standing,” arguing the statute gives the Republican Party an unfair advantage.
