LOS ANGELES — An appeals court in California ruled a “gentrification theory” isn’t recognized under the Fair Housing Act and upheld the dismissal of a neighborhood advocacy group’s challenge against a revitalization project in South Los Angeles. Recognizing such a theory, the court ruled, would require the city to consider race when making local planning decisions.
