DENVER — The 10th Circuit upheld the dismissal of civil rights claims brought against the city of Carlsbad, New Mexico, by YouTuber Albert Jerome Bustillos — who also goes by “Stray Dog the Exposer.” Bustillos claimed he was falsely arrested while filming police who were attempting to calm down a mentally ill woman who had been running in and out of traffic.
