Who counts as a ‘journalist’?

SAN FRANCISCO — A federal court in California found in favor of a journalist who sued the Department of Justice for not fully complying with his request for records relating to documents about firearms recovered south of the border by the Bureau of Alcohol, Tobacco and Firearms. The DOJ questioned whether he is a journalist but he has made a documentary, written an op-ed on the subject and has been quoted in other articles on the matter, establishing him as a news representative.
