DENVER — A federal judge in Colorado partially dismissed the lawsuit brought by voter rights organizations, such as the NAACP and League of Women Voters, against the Election Integrity Plan group, whose members allegedly went door-to-door to intimidate voters by saying the nonprofits conducted voter fraud. One of the federal law claims can only be brought against persons, but the unincorporated group is not legally a person.
