OLYMPIA, Wash. — Governor Jay Inslee exceeded his veto authority when he struck a sentence that appeared seven times in a transportation appropriations bill, the Washington Supreme Court ruled. The sentence barred the state’s transportation department from considering vehicle fuel type as a factor in public transportation-related grants.
