WASHINGTON — The D.C. Circuit ruled that the Environmental Protection Agency’s rule pertaining to greenhouse gas emissions and fuel efficiency standards for medium- and heavy-duty engines and vehicles does not apply to trailers, as they have no motor and are not “motor vehicles.”
