CHICAGO (CN) — The Seventh Circuit sided with Green Bay police officers on a civil rights lawsuit filed against them after they fatally shot a man who was handcuffed and lying flat on the ground. He had intended to harm the officers, and had been searched before the cuffing, but the appellate judges say he could have had a concealed weapon not found in the search.
