Sex offender registration

TOPEKA, Kan. — The Kansas Supreme Court ruled Korrey Raine White Rinke, who avoided the death penalty by pleading guilty to felony murder and aggravated kidnapping of a woman, should not have to register as a sex offender because the state didn’t prove that he committed his crimes “for the purpose of sexual gratification.”
