DALLAS – A federal judge in Texas ruled that a homeowners association’s policy barring rental property owners from accepting Section 8 vouchers has no disparate impact on black renters, even though all 96 of the families using a voucher to rent property in the development are black.
The housing nonprofit that sued the homeowners association failed to sufficiently allege that the association had a “racially discriminatory motive” for enacting the policy.
