NEW ORLEANS — A National Highway and Traffic Safety Administration regulation that requires school bus manufacturers to equip them with rear emergency exits that can only be opened by operating a manual release mechanism preempts parents’ product liability suit against Navistar, the Fifth Circuit ruled. The plaintiffs’ 13-year-old son died after opening the emergency exit of a bus that was traveling at a highway speed.
