WASHINGTON — The D.C. Circuit refused to dismiss the Security and Exchange Commission’s case against a Russian CEO accused of fraudulently promoting a $350 million merger between his space infrastructure company and a U.S. firm by not disclosing that his permanent resident application was rejected due to national security concerns.
