Pretextual Stops

ALEXANDRIA, Va. — Elon Wilson, a Black former firefighter who was arrested by a former Fairfax, Virginia, police officer after a traffic stop and had his conviction vacated after a court found that the stop was unlawful and followed by a fraudulent police report, brought a civil rights suit against the cop and county.
