MEMPHIS — Martavious Banks, who spent 11 months in hospital after being shot several times by Memphis police a year ago, sued the city and three police officers for $10 million in federal court, claiming, among other things, that the officers turned off their body and dashboard cameras, as “they were advised” to do by the city, and took other actions to conceal evidence.
