ROCKFORD, Ill. — A federal court in Illinois denied a group of pet stores’ request to block enforcement of an amendment to the Illinois Animal Welfare Act — set to go into effect Wednesday — that’s aimed at curbing the “market available to so-called ‘puppy mills.’”
