DENVER — The 10th Circuit upheld a finding that a city of Albuquerque ordinance restricting pedestrians from certain activities violates the First Amendment. The ordinance prohibits pedestrians from congregating within six feet of a highway entrance or exit ramp, occupying certain medians, or interacting with occupants of vehicles in travel lanes.
