Parcel tax

SAN FRANCISCO — A trial court in California improperly found a special parcel tax on the November 2018 ballot in Oakland failed because it did not receive two-thirds of the vote, an appeals court in California ruled. The appeals court determined that the tax, which funds early childhood education and college readiness programs, only needed a majority of the vote to pass, which it received.
