Oil Refineries

     WASHINGTON (CN) – At the request of chemical companies, the EPA has delayed enforcement of certain new emissions standards for synthetic organic chemical manufacturers and oil refineries.
The four provisions, which regulate equipment leaks of volatile organic compounds, are stayed until the EPA is finished reconsidering them.
     The American Chemistry Council, American Petroleum Institute, and National Petrochemical and Refiners Association requested reconsideration of assigning shared storage tanks to specific process units and connecter monitoring requirements, and clarification of the definitions of “process unit” and “capital expenditure,” in a January petition. The amendments the EPA is reconsidering were issued in November.
