SAN FRANCISCO — A federal court in California refused to dismiss most claims against the city of Oakland, Alameda County and its sheriff brought by protesters who were injured while demonstrating against police brutality last summer. The protesters claim the defendants used dangerous and unconstitutional crowd control techniques against them in violation of Oakland’s own policies and a federal consent decree.
