BILLINGS, Mont. — The Native Ecosystem Council claims in a federal complaint that the Bureau of Land Management’s authorization of livestock grazing and sagebrush removal and conifer reduction in the Elkhorns Cooperative Management area will hurt elk, wolves, golden eagles, the Northern leopard frog and westslope cutthroat trout.
