COLUMBUS, Ohio — The Ohio Supreme Court rejected two death row inmates’ claims that the state’s lethal injection protocol is invalid until the Department of Rehabilitation and Correction follows formal administrative rulemaking procedures. The protocol is an order dealing with the duties of the department’s employees and is exempt from such requirements.
