SACRAMENTO, Calif. — According to San Diego, state officials incorrectly concluded that a requirement to test water at the city's public schools for lead didn't count as a state mandate California should have funded. San Diego conducted half a million dollars worth of the tests under the assumption that it would be paid back by the state.
