Inhumane jail?

FORT SMITH, Ark. — A federal court in Arkansas allowed a prisoner’s civil rights suit to proceed after he complained that the county jail has only allowed him “a few hours of fresh air in eight months,” and that there are only two narrow skylights in his pod of 40 inmates. His suit may proceed against the jail administrator.
