WASHINGTON (CN) - How bad was it? Those who want to buy time on a cable channel for local commercial programming may have a better chance to do so now that the Federal Communications Commission has issued rules requiring cable companies to act more equitably toward non-affiliate programmers. Heck, it even requires a phone number these outsiders can call and get a person to talk to. A new rate formula is meant to provide equity in rates, and the FCC is requiring cable companies to provide information on available methods of programming delivery, instructions, technical requirements and costs, and information regarding prospective launch dates.
