SAN FRANCISCO — A federal court in California denied the Department of Homeland Security’s request to dismiss a suit brought by companies who post immigration bonds as federally approved surety companies or on behalf of such companies, which claim they are denied “a meaningful opportunity” to challenge bond breach declarations.
