HOUSTON — The Fifth Circuit reversed the dismissal of excessive force claims brought against a police officer who allegedly shot a man five times at point blank range through the window of his vehicle as he reached for his wallet. He was handcuffed on the street after, but the policeman did not call medical services for another six minutes.
