EL PASO, Texas — An appeals court in Texas ruled a professor should be granted his request for a temporary injunction to block the commencement of a construction project in downtown El Paso. The professor claims a Mescalero Apache peace camp existed in the same area as the project site during the 1700s and says the project shouldn’t begin until a “valid archeological survey is completed” as it could violate state historic preservation laws.
