Johnson City, Ill., and its mayor and fire chief failed to stop firefighter Davis 'Skip' Mallory from having sex with a minor at the firehouse, after failing to discipline him properly for watching child pornography on a fire department computer, the girl claims in E. St. Louis Federal Court. She says Mallory is serving six years in prison for this.
