JUDICIARY - The City of North Bay Village seized a condo unit controlled by Grandview Palace for code violations. The trial judge appointed a special master to oversee repairs to bring the complex into code compliance. Grandview Palace then moved to disqualify the trial judge. The appeals court ruled that the judge should have disqualified himself because ofhis perceived bias toward the city.
