NEW ORLEANS — The Fifth Circuit upheld the dismissal of a civil rights complaint brought by a “First Amendment auditor” who makes YouTube content by videotaping his challenges of police. He had been trespassing on police station property and was released when officers found no weapons on him; his claims fail to allege some policy or custom that motivated an alleged constitutional violation.
