Drug Sentencing

WASHINGTON - Ordering resentencing on crack-cocaine possession, the D.C. Circuit found 2-1 that Sylvan Abney's attorney failed to give competent counsel by not requesting a continuance until after the president had signed the newly passed Fair Sentencing Act, which would cut Abney's mandatory-minimum sentence in half.
