WASHINGTON (CN) - Department of Transportation regulations refine the rules for using parts of parks, recreation areas, wildlife and waterfowl refuges, and historic sites for highways and public transportation systems.
Alternatives to using this land for transportation projects are to be weighed "with a thumb on the scale" on the side of preservation.
