LOS ANGELES — A federal judge in California ruled against the Department of Health and Human Services, finding it lacked statutory authority to reduce its Medicare inpatient hospital payments for the 2020 fiscal year to fund the Low-Wage Index Redistribution rule. The agency inflated the wage index values it calculated for certain hospitals in the lowest quartiles, so they were treated unfairly inconsistently.
