Dam drought

SACRAMENTO, Calif. — Four years ago, a winter of extreme precipitation filled Lake Oroville — California’s second largest reservoir — to the point its dam nearly failed. On Thursday, operators of one of its hydropower plants announced there’s not enough water in the lake to keep generating electricity.
