MANHATTAN — The Second Circuit dismissed as moot the National Rifle Association’s suit against the governor of New York and other state officials over executive orders that banned in-person operations of nonessential businesses. Former Governor Andrew Cuomo rescinded the challenged order in June. The court also ruled the group’s claim for nominal damages is barred by sovereign immunity because it is suing the defendants only in their official capacities.
