ST. LOUIS — The Eighth Circuit ruled that constitutional claims brought by two conservative student groups and commentator Ben Shapiro against the University of Minnesota are now moot because the school has replaced the challenged campus events policy. The groups had brought Shapiro to speak on campus, but the university rejected several proposed venues for the event due to security concerns and approved a “smaller, more remote venue” than requested.
