ENVIRONMENT, ZONING - A California appeals court rejected a challenge by St. Vincent's School for Boys' Catholic Charities, which claimed the city of San Rafael violated environmental laws by changing the zoning plan and eliminating the future annexation of the plaintiff's property. J. Horner found that the city council resolution did not trigger environmental review obligations.
