PHILADELPHIA — The Third Circuit ruled a former cop who “used his badge to harass, grope, and force oral sex on several women” does not have to comply with sex offender registration or notification requirements, because he pleaded guilty to depriving victims of their civil rights to bodily integrity, which is not a “sex offense.”
