An appeals court in Texas upheld a ruling against former mayoral candidate Anthony Buzbee in a case in which he claimed billboards featuring his incumbent opponent were campaign propaganda “under the guise of a public safety message.”

HOUSTON — An appeals court in Texas upheld a ruling against former mayoral candidate Anthony Buzbee in a case in which he claimed billboards featuring his incumbent opponent were campaign propaganda “under the guise of a public safety message.”
