Texas’ signature-comparison procedures for mail-in ballots are unconstitutional, a federal court in the state ruled, ordering the Texas secretary of state to notify election officials that rejection of a ballot on the basis of a perceived signature mismatch is unconstitutional if a voter is not first notified of the mismatch and given a chance to correct the problem.
