MANHATTAN — A federal court in New York denied the New York Times and the FBI’s competing motions for summary judgment in the paper’s request for a copy of an FBI Behavior Analysis Unit report on the “Havana syndrome” phenomenon. The FBI hasn’t shown why it shouldn’t be disclosed, but in camera review must first be conducted prior to release.
