JACKSON, Miss. — A federal court in Mississippi did not extend qualified immunity to a sheriff sued for the wrongful death of a man who was shot and killed by deputies while trying to surrender to law enforcement. He only called for a ceasefire after the man was shot; officers continued firing their guns at him while he was face-down for at least seven seconds, per video evidence.
