CHICAGO — A federal court in Illinois granted partial summary judgment to a public housing authority on a class action brought by tenants who say their building’s yearslong bedbug infestation gives rise to due process violations and amounts to unjust enrichment and a breach of contract. Only their contract claims survive because the housing authority and property managers are protected by qualified immunity and the parasitic insects in tenants’ beds do not qualify as a civil rights violation.
