Cuban doctors

WASHINGTON — A federal appeals court refused to dismiss a claim that the Pan American Health Organization acted as a financial intermediary between Brazil and Cuba for Brazil’s Mais Médicos program, under which the country hired foreign doctors to support its medical services for poor citizens. The physicians claim Cuba forced them to work for the program without their consent and in violation of human trafficking laws.
