SACRAMENTO, Calif. — A federal court in California denied environmental groups’ request to block a Bureau of Reclamation-approved groundwater extraction project in the Sacramento River Valley, finding the alleged harm the project will cause is “largely speculative” and the government is “attempting to deal as best it can with the critical problem of too little water.”
