COMMUNICATIONS - The First Circuit upheld the lower court's interpretation of an ambiguous interconnection agreement between competing telephone companies. The agreement requires compensation during the interim period between the start of the current 1998 agreement and the effective date of the interim intercarrier compensation scheme adopted by the Federal Communications Commission. EDUCATION - The defendant was convicted of a crime when he was 17 years old and sentenced to prison in Maryland, where the District of Columbia would provide him special education services. The D.C. Circuit ruled that the agreement between the defendant and the district did not specify a course of action should Maryland officials refuse access to the district's education specialist, so judgment for the defendant was inappropriate.
